True Crime: Streets of LA is a video game developed by Luxoflux and published by Activision for the Xbox, PlayStation 2 and GameCube in 2003. Activision later released versions for Windows and the Mac in 2004. The computer versions contained various extras, such as multiplayer games, unlockable characters, training videos, and songs.
The game went platinum for the PlayStation 2 in 2004, and a sequel, True Crime: New York City, was released in Fall 2005 for the Xbox, PlayStation 2 and GameCube.

Overview

One of the first free roaming action games to be released after Grand Theft Auto III, True Crime: Streets of LA focuses on the other side of the law in the genre of the police procedural. Unlike GTA, the player is given a good cop/bad cop rating based on the morality of the player's actions. These actions affect the storyline, leading to one of three different endings.
The game features an extensive 240-square mile recreation of Los Angeles with street names, landmarks, highways, and numerous vehicles that can be commandeered by the player.[1]

Plot

The player assumes the role of Nick (Kang) Wilson, a young part Chinese-American detective and the living bane of every police chief, because of his highly unorthodox and destructive means of catching criminals — the maddening part being that he always gets his man. When the game begins, Kang returns to Los Angeles after being suspended for going after a suspect and disobeying a direct order from his superiors.
Kang is at a police shooting range practicing his two-fisted technique when the Chief of the E.O.D (Elite Operations Division), Wanda Parks, enters. Parks welcomes Nick back to the fold and asks his assistance in solving a rash of bombings of local businesses in the Chinatown district. Though seemingly unrelated, the pattern of the crimes indicate the work of one or more of the Chinese Triad groups. At first, Nick is uninterested in the case, wanting to focus on his personal matters; Parks subtly coerces him to help out, on one condition — he does things his way. Despite Kang's reputation, Parks quickly agrees to this.
Parks partners Nick with Rosie Velasco; when Nick teasingly remarks how she's a "good girl", Rosie angrily responds, saying that before going straight and becoming a detective, she "ran with more than a few Latino gangs in her time." Like others in the department, Rosie is uneasy about Nick and his reputation, but for Rosie it's more personal — if Nick goes wild again, she doesn't want to get dragged down with him.
As Nick unravels the thread tying the smaller criminal dealings together throughout the game, he faces Triad thugs, as well as crime lords like Jimmy Fu, Big Chong, the mysterious and legendary Ancient Wu, Rocky (a member of the Russian Mafia) and Han Yu Kim (a general of the Korean People's Army).

Character relationships

Why Nick first refused, and then accepted this case is personal; his father, Henry Wilson, was an exceptional police officer who was involved in a major drug operation in the 1970's; one day, he disappeared, and was never found. Soon afterwards, Internal Affairs found a stash of cocaine in his locker, bringing his motives and role in the situation into sharp question. Though heartbroken by his father's disappearance, Nick refuses to believe this.
Although branded as every police officer's worst nightmare, Nick Kang is secretly highly respected by a number of his peers. His relationship with Rosie begins extremely shakily, but develops into a firm bond based on mutual respect. On two occasions, Nick directly places himself in harm's way to protect the life of his partner.
Rosie learns the story of Nick's father, and that when he died, Nick and his brother Cary had traveled to Hong Kong to grieve. Nick then returned for revenge while solving another case. His methods grew increasingly reckless in his pursuit of "justice". FBI agent Masterton distrusts Nick Kang. Masterton wants him off the case, yet is unable to do anything because the Bureau has a contract with Wanda Parks. He grows even more frustrated as Nick embarrasses him with his sarcastic sense of humor.
Both Nick and his brother Cary are accomplished martial artists, but Nick makes a personal vow to himself to protect his younger brother from harm, because of what happened to their father. He is unable to keep him from being attacked by Rocky's thugs, though, and pursues him relentlessly (in a possible side story, Nick fails to protect his brother, leading to his death. Enraged, Nick vows to avenge him and singlemindedly goes after Rocky, losing sight of the truth).
Nick went under the surname "Kang" when his father Harry Wilson died, because he couldn't live up to or match his father's expectation and reputation as a great cop. He shares this feeling with George, his father's best friend.

Branching Storylines

In the game, the plot takes one of three different turns: Bad, Average, and Good. Nick's actions and his good/bad cop rating decides the course. Each ending path concludes with a one-on-one brawl.
Bad Ending: Nick faces off with Han Yu Kim at the top of a high-rise bank, after shooting his way through the General's mercenaries. If Nick loses the final fight, he is thrown off the building and only wakes up in time to realize his fate, as the General escapes. If Nick wins, the General falls off the building. Rocky is also dead and the case is closed, leaving many questions unanswered.
Average Ending: Rosie is kidnapped by Rocky, who forces Nick to drive an armored car full of counterfeit money to the Chinatown Plaza, in exchange for her life. After being ambushed and killing the General's mercenaries, Rocky and Nick have a final fight. If Nick loses, he dies and Rocky escapes. If Nick wins, Rocky surprises him and is about to stab him to death, when he is shot down by Rosie. Earlier, he had taunted Nick about knowing the truth about his father; however, the secret died with him.
Good Ending: After battling through Ancient Wu's trials, the truth is revealed: Rocky was formerly a plant by the KGB, who quickly turned criminal when given the opportunity, along with Rafferty, Henry's former partner. Kang tracks the two to the Santa Monica airport, but is surprised and knocked unconscious. Coming to, Rocky reveals the rest of the story: when Henry refused to be turned by Rocky or Rafferty, Rocky shot him in the head and dumped his body in the ocean. He is about to shoot Nick when Rafferty leaps in front of him and takes the bullet, moments before Nick is freed from his bonds and attacks Rocky, before having to fight off the General's mercenaries.
He manages to kill them and escape the hangar where he was being held, just in time to see Rocky escaping in a private plane. Nick follows in a nearby car, shooting the engines and causing the plane to explode, killing Rocky. The only one left in the case is the General, who commissioned Rocky to launder counterfit bills made in North Korea for actual money, in order to rebuild their economy. The involvement of the Triads and the Russians were to mask their actions. However, Rocky decided to keep the money, leading to the General becoming directly involved. The two have a final battle next to the ruins of Rocky's jet.
If Nick loses, the general escapes and Nick either passes out or dies from his injuries just as the police arrive. If Nick wins the fight, the General is presumably killed just as the police arrive, accompanied by a furious Agent Masterson who demands answers about the damage done and where Rocky is. He is quickly knocked unconscious by an opening car door as Wanda and Rosie arrive, congratulating Nick on a job well done. He invites them to dinner, which they flatly walk away from, and Nick gets back in his car and drives off into the sunset, as George closes out the story with a final narration.
Branching storylines in True Crime involve performing many "Good Cop" tasks, to reach the higher paths.

Characters

Nick (Kang) Wilson:

Although he was recently suspended indefinitely from the police force due to repeated incidents of excessive brutality, property damage, and refusing to follow orders, Nicholas Kang (Wilson) was recruited into the E.O.D. as the group's first field agent. The same over-the-line methods that got him thrown off the force enable him to succeed at the E.O.D.; his arrest record speaks for itself. Kang's skills in martial arts are only matched by his ability to expertly dual-wield firearms and drive like a Hollywood stuntman.

Rosie Velasquez:

An ex-gangbanger turned straight, Rosie Velasquez is determined to prove herself worthy of her badge; unfortunately, she's just been partnered with Nick Kang, and isn't too happy about hitting the streets with a loose cannon. Nick isn't too happy about it either, but when their first meeting together concludes with her being wounded in a shootout, she winds up behind a desk working intel for the rest of the case — which in the long run, is probably safer for the both of them.

Chief Wanda Parks:

Wanda Parks is the Chief Detective in the LAPD, as well as head of the Elite Operations Division, with jurisdiction over the entire City of Angels. She has two decades of law enforcement experience and is one of the most well respected officers on the police force. Parks puts up with Nick's brash and over-the-top nature because she knows that when all hell breaks loose, Nick is the only man who consistently delivers.

George:

An old friend of Henry's, and a father figure and mentor to Nick. He reveals the backstory of the Wilson family to Rosie, and serves as a narrator at the beginning and end of Nick's quest, whether Bad, Average, or Good.

Rasputin "Rocky" Kuznetskov:

Not much is known about Rocky at the beginning of the game, except he is a member of the Russian Mafia and is involved with the Chinese Triads in some matter. As the game progresses, more about this character is revealed, including his peculiar habits...

Agent Masterton:

He is called on the scene to oversee the case that the EOD is working on throughout the game. He doesn't like working with the EOD, especially because of Nick, but he will eventually learn that all is for the best within their precinct.

Rafferty:

An old friend and partner of Henry's when they were working on the drug case, Rafferty knew the Kang brothers as they were growing up. It is eventually revealed that he was corrupted by Rocky, and went along with his drug smuggling and money laundering operations. Though Rafferty attempted to turn Henry, Henry refused and was subsequently murdered.

Misha:

Rocky's bodyguard, visible a number of times throughout the game. Depending on the path Nick takes, he may have to fight him. In one ending, he is killed by a vengeful Nick, in response to Rocky's killing of his brother, Cary.

Han Yu Kim:

A General from North Korea, seeking to strengthen his country's position in the world scene through illegal means. To this end, he is working with Rocky and his Mafia connections, as well as the Chinese Triads. He is seen in all three endings, and fought as the last boss in two; his ultimate goals are only revealed in the true ending, however.

Ancient Wu:

This mysterious figure is said to be the creator of the Chinese Triad, though many view him only as a myth or a legend. Nevertheless, Nick will learn the truth of this legend as he pursues Rocky and the Triads... In later branches, he is viewed as Nick's mentor and often helps him escape sticky situations (he releases Nick's handcuffs when he was captured in the airport and appeared in one scene to get Nick out of a police car).
Ancient Wu is an obvious homage to David Lo Pan from Big Trouble in Little China, with both characters being undead, having their bases of operations underneath Chinatown, and played by James Hong.

Jimmy Fu:

Jimmy Fu is a lesser Triad crime lord, working for Big Chong. Nick sneaks into his warehouse, but is trapped and forced to shoot his way through Jimmy's men. After killing his attackers, Nick is about to question Jimmy, but is forced to defend himself against a sniper determined to silence Fu. If Kang fails, his vest saves him, but Jimmy will be killed, and Nick is yelled at by a furious Rosie who reveals Jimmy's last words as the next link in the case. If Kang kills the sniper, Jimmy is arrested, and under heavy interrogation spills the name of his boss: Big Chong.

Big Chong:

A crime lord from Ancient Wu's gang, Nick tails him from his house to the Cyrus Hotel where Nick loses him. Nick then finds out that he is at the Russian spa, having a meeting with Rocky. Nick then jumps from where he's spying Rocky and shoots through Chong's crew. Chong comes out to kill Nick himself but is killed in the ensuing firefight.

Cary (Kang) Wilson:

Nick's little brother, owner of a vast chain of 24-hour dojos throughout the city, where Nick can improve his fighting ability for a price. Nick is very protective of his younger brother who, for his father's sake, he has vowed to defend with his life. In one ending, he is killed, and Rocky is subsequently chased and shot at by a vengeful Nick.

Jill:

Rocky's girlfriend; she uses her charm to trap and lead Nick astray more than once.

Snoop Dogg:

Snoop Dogg is a unlockable playable character in the game, possessing his own minigame and quotes. He is unlocked by either collecting 30 Dogg Bones scattered throughout Los Angeles, or by entering a cheat code.

Quotes

Throughout the game, Nick often trash-talks as he performs various actions. Intended to be humorous, Nick's script has been criticized by some reviewers as more annoying than amusing[2].

Technical Limitations

There are several technical issues and glitches with the game, such as the U.S. Bank Tower's graphic. All versions of the game have also been known to freeze the computer after playing for long periods of time.

The slow-motion action (during "Gun Mode") is a play-off of the bullet time from the game Max Payne and The Matrix films.
Despite terrible glitches, this was one of the first games to integrate a full sized city, which was loaded from disc during gameplay. The original plan was to make the city 400 square miles, as seen in the trailer at E3 2001.
Nick Kang resembles Russell Wong's character in the movie Romeo Must Die, especially when Nick wears his alternate costume in nightclub missions.
A billboard advertises jockstraps in the game, designed to imitate Rockstar Games' logo. Rockstar responded in Grand Theft Auto: San Andreas with a "True Grime: Street Cleaners" billboard.
On the dispatcher, one can occasionally solve crimes involving a stolen truck full of Activision games, or the shooting of a movie called Vigilante 8. Vigilante 8 was another Activision game and the first game developed by Luxoflux.
At the inaugural Spike TV Video Game Awards in 2003, True Crime: Streets of LA won the award for Best Action Game.
One of the lines that Nick Kang says throughout the game is "I am an E-O-D Agent! Open up!" - a parody on a line said in a movie named Point Break. The movie, which featured Keanu Reeves, had the original line of "I am an FBI agent." However, the mock tone and style Kang says it in is easily identifiable.
Cheats for the game allow players to go through the game as several different characters, including Wanda, Rosie, a corpse and a large cigarette smoking donkey.[1]

Soundtrack

True Crime has around 50 songs. In addition to those 50, more songs were added to the PC version of the game. A CD soundtrack is available.

'Kev Lar makes a brief appearance during the introduction scene. He is a drug kingpin who had ordered an unsuccessful assassination attempt on Isaiah Reed. After disposing of Kev's goons and bodyguards, Marcus catches up to Kev and fatally shoots him with an Uzi. Kev's name is a pun for the synthetic fiber of the same name.

Isaiah "The King" Reed

Isaiah "The King" Reed grew up on the streets and was best friends with Terrence "Terry" Higgins. He grew into a notorious kingpin running a large portion of east coast extortion but Terry chose a different path, and became involved in law enforcement. Even though their paths diverged, Terry and the King’s respect and friendship never died, and when the King went to prison, Terry promised to look after his son, Marcus, after becoming his mentor. Terry ushered Marcus into the Police Department and covered up Marcus’ shady past.
Isaiah runs his business from his prison cell, living a life of relative luxury and watching over his sons "strong arm of the law" as best he can, taking full advantage of Marcus' position as a cop.
Isaiah was voiced by Laurence Fishburne.

Madam Cassandra Hartz

Madam Cassandra Hartz is hooked into New York’s elite on each side of the law. The Madam has her girls gathering information from all sources in order to protect her position as the number one runner of call girls in the city. Madam Cassandra Hartz is very shrewed but she runs Gotham's finest brothel in her luxury penthouse, frequented by who's-who in New York City. High-society figures, politicians, entertainment stars and the kingpins of crime.
Cassandra is an insatiable voyeur and gossiper and her beauties are not only trained to please, but also to memorize what's spoken between the sheets. Her establishment is loaded with hidden cameras and microphones and no information escapes her, especially of the controversial kind. Madam Cassandra is the queen of dirt and she knows how to wield it to her benefit, an unsavory quality, which has allowed her to prosper beyond belief.
She’s all business, but keeps it friendly, especially since being friends with a cop like Marcus. Her main headaches come from a pair of vice cops, Bickell and Padilla. She has done favors for Special Agent Gabriel Whitting in the past, which has helped her immunity immensely.
Madam Hartz was voiced by Traci Lords.

Fareed "Freddie" Abdul Salaam

Fareed "Freddie" Abdul Salaam is 39 year old veteran New York taxi driver who gives new meaning to the expression "Customer is King". His resourcefulness is legendary and his knowledge of the city is second to none. Unlike most cabbies, he isn't one to discriminate and there is no address within Manhattan he refuses to go, becoming the cabbie of choice, for many, a crook.
He works hard to pay off his gambling debts and feeds his bountiful brood of 9 wives and children. Freddie has taken to capitalism with a vengeance. He runs favors, serving as a go-between, and helping his fares make things happen in any way he can. His cab is his home, cruising Gotham's streets 24/7, with few naps in-between.
He sees an opportunity with Marcus to further his ability to "make things happen any way they can".
Freddie was voiced by Brian George.

Shadow Tong Characters

Leeland Shen

Introduced in: "Homeward Bound"
Leeland Shen is the stepson of "Uncle Benny" Tong, the foremost leader of the Shadow Tong. Leeland's mother, whose name is not revealed, married Benny, apparently for his money. Leeland and his mother did not get along with Benny or his daughter Vivian. A few years ago, however, Benny disappeared and Vivian was left to fend for herself against Leeland and his mother. Vivian, upset with her famliy problems, left home and ran off with Herman, a goth. Marcus Reed, in an attempt to get close to Leeland which was now the leader of the Shadow Tong, tracked down Vivian and returned her. Leeland was distrustful of Marcus who was going under the false name of Jimmy Macc, and with his henchman Lin, attempted to kill Marcus. Marcus defeated Lin, and after arresting Jing who was another henchman, shut down Leeland's slavery operation and went after Leeland. Leeland abducted Marcus, however, and brought him to a secret lair in the sewers. There, Leeland showed Marcus the corpse of Uncle Benny. Benny had been the only one who knew about the lair which was originally a hideout for Chinese immigrants suffering from racism, but Leeland and his mother tortured Benny into revealing the location. Leeland tried to kill Marcus too but Vivian freed him. Marcus defeated Leeland in battle and forced him to reveal more information about the mole. Leeland had made calls to the mole, and, although the mole's voice was masked, Leeland was able to recognize that the mole had a Spanish accent or gives the location of the meeting spot depending on the order of cases Marcus takes. Marcus arrested Leeland putting an end to years of family trouble.
Leeland was voiced by Jerry Ying.

Vivian Shen

Introduced in: "A Bad Crowd"
Vivian Shen is Leeland's younger sister. She appears as a gothic individual and is first seen in the game partaking in a ritual in a gothic club. Vivian is distant from her brother Leeland as they do not share the same biological mother. She aids Marcus during during his and Leeland's physical confrontation.

Lin

Introduced in: "Hard Sell"
Lin is a close friend and associate of Leeland. He owns a souvenir manufacturing company called "Lin's Souvenirs" and employs Marcus, under the alias of Jimmy Macc, in order to help him distribute his merchandise.

President's Club Characters

Lionel "Benjamin" Jones

Benjamin

Introduced in: "Benjamin's Studios"
Lionel "Benjamin" Jones is the leader of the President's Club, a group of rival gangs working together for the best profits. They are so called because the major leaders are all named after former U.S. presidents. There's Lincoln, Jackson, Grant and Hamilton (although he was never a US president). He met the current leader of the Yakuza, Kobi, and fell in love with her. He trained in the Samurai arts with her and she secretly confided in him a new drug she invented called "Pop". Pop is 10 times more addictive than cocaine or meth and sells for more than 100 times as much. Benjamin left for America with the secret and founded the President's Club. However, Kobi tracked him down and a gang war began between the Yakuza and the President's Club. Marcus eventually found Benjamin at his music studios where Benjamin kills Kobi in a battle on his rooftop in Zen Gardens. Marcus, although with no Samurai skills, picks up Kobi's sword and manages to defeat Benjamin. At Marcus' mercy, Benjamin quickly gives up and provides more information on the mole.

Kobi

Killed in: "Zen Gardens"
Kobi is the leader of the Yakuza and Benjamin's one-time girlfriend. She supplied Benjamin with her drug and used him as an international distributor but they later became enemies after Benjamin moved to the United States and manufactured his own Pop. Kobi tracked Benjamin down and followed him to the US. Her Yakuza and Benjamin's President's Club became involved in a gang rivalry.

Grant is one of the five heads of The President's Club. He runs the print factory which produces counterfeit money.
Jackson is one of the five heads of The President's Club. Lincoln is one of the five heads of The President's Club. Hamilton is one of the five heads of The President's Club.

Hamilton

Introduced in: "Club Tadow"
Hamilton is also one of the heads of The President's Club even thought Alexander Hamilton was not a real-life president. Not much is known about Hamilton because of his brief appearance in the game, but what is known is that he runs a nightclub knowns as "Club Tadow" where many of The President's Club's affiliates meet.

Magdalena Rojas or Teresa Castillo is the widow of the infamous drug kingpin Umberto Rojas, the former leader of the Magdalena Cartel and the major drug empire. After Umberto was killed by CIA agents, Magdalena took over the Cartel in his place. She first appears in the game as Mother Teresa, a benefactress famous in New York for setting up homeless shelters and mental wards. Marcus meets her outside one of her clinics, where she, pretending to be a police informant, sets him off after the "leader" of the Magdalena Cartel, Rey. After Marcus catches Rey, he tells Marcus that he is not the leader of the Cartel. He is in fact the kingpin of the Latin Lords, a gang in a war with the Magdalena Cartel. Marcus realizes that Teresa tricked him into disposing of her main rivals, and tracks her down to an opera house. After a fierce gun battle Marcus arrests Magdalena, who is able to confirm that there is a mole in the Orgnanized Crime Unit.
Magdalena was voiced by Socorro Santiago.

Rey

Introduced in: "Safe House"
Rey is the head of the Latin Lords. Magdalena Rojas and the Magdalena Cartel are his main rivals so Magdalena tricks Marcus into thinking Rey was the head of the Magdalena Cartel. Rey is a prominent fan of soccer and enjoys pizza as his favorite appetizer.

Vincent Tuzzi

Introduced in: "Sour Candy"
Vincent Tuzzi is the Don of the Palermo branch of the 'Mafia'. He is the successor of the previous Don, Al Palemero. Palemero was arrested by a famed F.B.I. agent in 1995 and was sentenced to life in prison although some have said Palemero was arrested because he nobly refused to kill any cop. Recently, however, the feds have noticed a growing number of money laundering cases in New York. Gabriel tells Marcus that their has to be a new don, but he does not know who. Marcus tracks down someone who might be; Gino DeLuca, an old friend of Palemero who has been refusing to give his share of his money to the Mob, as Gabriel says: "In the old days, the Mob would cut off his testicles and feed them to a goat... but there are no goats in New York." Marcus interrogates Gino, who points the way to Alfie, a mortician who works for the Pearly Gates, an old Mafia front. After a car chase, Alfie gives up more info, eventually leading the way to Tuzzi's new office building, the Tower of Piza. Once the building is finished, Tuzzi plans to collect the money the many tenants will generate. Marcus chases Tuzzi through the unfinished tower and finally catches him on the roof. Tuzzi gives up some info on the mole and Marcus arrests Tuzzi.
Tuzzi was voiced by Fred Berman.

Marcus Reed

Marcus Reed is the player-conrolled protagonist in True Crime: New York City. He is a former gangster who has chosen to leave his life of crime to become a police detective. His father, Isaiah Reed, is a jailed kingpin. Marcus grew up in the Bronx, following in his father’s footsteps. After his father’s childhood friend Terrence saved his life, Marcus decided to go straight. Mentored by Terry, he eventually became a detective and joined Terry as his partner. He maintains a conflicted relationship with his father, Isaiah "The King" Reed, who continues to run his criminal enterprise from his prison cell and hopes to utilize his son’s newfound influence to foster his own goals.
Marcus was voiced by Avery Waddell.

Terrence "Terry" Higgins

Terrence "Terry" Higgins is always willing to bend the law to take down criminals. Terrence has been patrolling the streets of New York for twenty years, busting criminals by any means necessary.
Terrence has made friends and enemies on each side of the law. He grew up on the streets and was childhood friends with Isaiah Reed, who grew up to be “The King”, a notorious kingpin running a large east coast narcotics distribution. Terrence took a different lead, going into law enforcement. Even though their paths diverged, Terrence’s and the King’s mutual respect and friendship never died, and when the King went to prison, Terrence promised to look after his son, Marcus Reed. Terrence became Marcus’ mentor, ushering him into the police department and covering up Marcus’ shady past.
After Terrence was "killed" while bringing evidence of departmental corruption to the Feds, Marcus vowed to avenge his mentor’s death and refuses to let anything stand in his way.
At the end of the game Marcus discovers that Terrence had faked the death to escape from the Feds shaking him down for protection. Marcus is angered that Terry faked his death and tricked him into doing his dirty work, so Marcus chases him onto a subway train. After getting to the final train car, Terry unlatches the rest to escape. Marcus, enraged, fires blindly at the train car and and causes an explosion knocks it off the track, causing the rest of the train to crash into it. Marcus runs and scarcely escapes the crash. At the end of this mission, Terry's dead body is carried away on a stretcher. Marcus walks off the scene after talking with Whitting and Dixon. In the Bad Cop ending, Marcus shoots Terry in the head for betraying him.
Terry was voiced by Mickey Rourke.

Special Agent Gabriel Whitting

Introduced in: "Free-Roam Time" (On the phone/In person)
Killed in: "Hustler's Exit (Bad Cop)"
Special Agent Gabriel Whitting is working in the shadows of Federal Law Enforcement. Gabriel Whitting has been on the fringes of law enforcement and government shadow ops for 40 years. He is more comfortable with clandestine meetings in back alleys than with public interaction. Whitting’s used to pulling the strings and then disappearing.
He’s currently investigating police corruption in the New York Police, specifically a crime syndicate mole high up in the ranks. Marcus Reed is new to the force, and has just lost his partner and mentor, Terrence Higgins; he’s perfect for recruitment by Whitting for his investigation. Whitting gives Marcus information to go out on the street and take down the syndicates, with the hope that this will produce enough evidence to bring down the mole.
Whitting has loyalty to no one, except his secret agenda, which only he really knows.
In the bad cop ending, Navarro kills Whitting with a bullet to his heart after being wrongly accused of being a traitor.
Whitting was voiced by Christopher Walken.

Victor Navarro

Introduced in: "Vengeance"
Killed in: "Hustler's Exit (Bad Cop)"
Victor Navarro' is Marcus’ chief antagonist on the force. Navarro is a by-the-book old fashioned cop who’s thoroughly unimpressed, if not downright suspicious, with Marcus. Only his trust of Detective Terrence Higgins’ judgment allows him to accept Marcus, the son of the notorious, and imprisoned crime boss, 'The King,' as one of New York’s finest.
Victor and Terry are friends as well as fellow officers, and Terry can get away with more insubordination than Victor would allow from anyone else... especially Marcus.
In the endings, he finds Marcus and Whitting waiting for him in his locker at the Central Grand Station. When Victor opens the bag, it has a clothes bag and a golf club. However, the bag opens, revealing millions of dollars in cash. Whitting arrests Victor for his crime. In the Bad Cop ending, Victor manages to escape his arrest and shot down Whitting. He manages to get onto a subway train. When Marcus arrives there, Victor ambushes him and fights him by using fists. Afterwards, he was thrown over the train by Marcus' punch.
Navarro was voiced by Esai Morales.

Lieutenant Deena Dixon

Introduced in: "Vengeance"
Lieutenant Deena Dixon was one of the first females in her class to be a detective. Deena Dixon’s had a harder time than most proving herself in the testosterone-driven environment of New York’s toughest precincts. Her soft side shows through, though, in her mentoring of officers that show potential. Marcus Reed is the beneficiary of this mentoring, with Dixon getting him out of a few tough spots, helping with his training, and generally watching his back.
Her professionalism and toughness make her respected throughout the department, most importantly by Victor Navarro, head of the Organized Crime Unit. It’s Dixon who shields Marcus from the brunt of Navarro’s aggression, but the promise she sees in Marcus makes her confident of her time invested in him.
Deena’s role in True Crime: New York City is to be sort of a den mother to Marcus. She shows a side of compassion to Marcus that she does not show to everyone in her unit. She can be lenient when she wants to be and stern when she has to be. Make no mistake - at the end of the day, she makes sure that Marcus gets his duties done. Deena functions throughout the game in the pivotal role of Marcus’ boss.
Lieutenant Dixon was voiced by Mariska Hargitay.

Plot Summary

Marcus Reed is a gang member who inherited his incarcerated father's criminal empire in New York City. Several years later, Reed is betrayed by a friend and assumed dead after an ambush. Covered in blood and injured, Reed shows up unexpectedly at the betrayer's house to exact revenge. After a bloody, running gunfight with gang members, Reed corners the betrayer in a building basement and guns him down. Dropping his empty Uzi, Reed is almost shot and killed by another gang member, but an NYPD detective named Terry Higgins saves Reed.

Isaiah Reed (Marcus' father) and Higgins have been friends for a long time. Higgins tells Reed that he should be ashamed of the level he's sunk to. Although Reed willingly offers to allow Higgins to arrest him, Higgins refuses. He says that he's going to cover up Reed's involvement in the shoot-out, but this will be his final chance to clean up his act before he's left to the mercy of the NYPD. Reed agrees, and shuffles off to tend to his injuries. As he does so, Higgins sighs and says, "Merry Christmas."
Five years later, Marcus Reed is now an officer of the NYPD, having worked the beat for four years to become one of the precinct's best street cops with Higgins' mentoring and guidance. At the urging of Higgins, he applies to test for his detective's badge and a transfer to the Organized Crime Unit. After passing the test with flying colors, Reed is issued his badge and is now a part of the OCU as a plain-clothes detective. To celebrate, Higgins takes Reed out onto the streets to teach him some of the basics of his new job. After completing a few tasks and breaking up a bar fight, Reed and Higgins go to visit Reed's father in jail. The visit is cut short by a phone call to Higgins. A contact for a case he's working on has called a meeting in another part of town. Marcus Reed and Higgins hurry to the contact point. Before getting out of the car, Higgins instructs Reed to come in guns blazing if he's gone for too long. As Higgins walks into the building with a briefcase, Reed leans over to pick up some of Higgins' cigarettes that have fallen out of the glove box, and suddenly, a massive explosion sends the undercover squad car flying through the air.
Back at the precinct, a Reed is informed that Higgins was killed in the explosion. Due to his lack of experience, and with Higgins no longer there to help him out, Reed is transferred back to the Street Crime Unit under the command of Lieutenant Deena Dixon. She informs Marcus that he will be going back out on the street as a plainclothes cop while the department investigates Higgins' murder. As Reed resumes his duties, he is contacted by FBI agent Gabriel Whitting, who requests a meeting in a parking garage downtown. Whitting informs Reed that a member of the OCU is a mole and likely organized Higgins' death. Whitting does not know who but does know that the mole was working with four major crime syndicates: the Magdalena Cartel, the President's Club, the Palermo Mob, and the Shadow Tong. Whitting wants Reed to investigate these four crime groups to track down Higgins' killer. After being given a folder with information on the Magdalena Cartel, Reed sets off on his mission of revenge while attending to his street duties along the way.

Endings

Good Cop Ending Victor Navarro comes to Grand Central Station to find Marcus Reed and Gabriel Whitting waiting at his locker. Whitting tells Navarro that he has a warrant and tells him to open his locker. Navarro does so, revealing a clothes bag and some golf clubs. As Navarro taunts Reed, however, the bag falls down, revealing millions of dollars in cash. Whitting arrests Navarro on the spot. As Navarro is carted off, Whitting tells Reed to get some rest. Down in the subway station, however, Reed is greeted by the one person he least expects: Higgins, alive and well. Reed realizes the truth at last: Higgins was the mole. He knew Whitting was on to him, so he faked his death and framed Navarro for his crimes. When Reed arrested the crime heads, he had unwittingly protected Higgins from gang vengeance. Higgins attempts to get Reed to join him and enjoy the money in Mexico, but Reed is angry with Higgins for tricking him.

Annoyed by Reed's self-righteous attitude, Higgins produces a folder filled with pictures of Reed's rampage five years ago, threatening him with them if he ever thinks of revealing Higgins' actions. Reed defiantly replies that he would "do my time standing up, just like my pops" and orders Higgins to surrender. Higgins runs onto a subway car as Reed follows in hot pursuit. Higgins unhooks the cars and starts to make his getaway. Angry, Reed shoots wildly at the train car, striking one of the wheels and causing it to flip over. The rest of the subway train collides with the overturned train car, with Reed running desperately toward the back of the train, barely escaping the huge explosion with his life. Later, Reed talks with Whitting and Dixon as Higgins' dead body is pushed away on a stretcher. In return for catching Higgins, Whitting promises to give Reed's father another chance with the D.A. Reed walks out of the station, wondering if he did the right thing.
Bad Cop Ending Victor Navarro comes to Grand Central Station to find Marcus and Gabriel Whitting waiting at his locker. Whitting tells Navarro that he has a warrant and tells him to open his locker. Navarro does so, revealing a clothes bag and some golf clubs. As Navarro taunts Reed, however, the bag falls down, revealing millions of dollars in cash. Whitting arrests Navarro on the spot. As Navarro is carted off, Marcus taunts Navarro, saying, "Don't drop the soap." Infuriated, Navarro grabs a gun from one of the officer and shoots Whitting, killing him. Marcus chases Navarro onto a run-away subway train. After a brief gunfight, Navarro ambushes Reed and knocks his gun off the train. Reed and Navarro have a fistfight, and Reed wins by throwing Navarro off the train. As Navarro's body is carted off, Dixon comments that she never would have pegged him a dirty cop. She tells Reed to get some rest.
As Reed sits on the bench, Higgins shows up. Reed reveals that he's known the mole was Higgins since he took down the last crime syndicate. Higgins asks him why he killed Navarro. Reed replies that he simply hated Navarro. Higgins congratulates Reed, saying that they are alike, and tells Reed to come with him to Mexico. Reed, however, is furious at Higgins for using him. Higgins hands Reed a bag full of cash, but Reed shoots Higgins for his treachery. Reed starts to walk away with the cash, but stops and sits back down on the bench, staring at his badge with shame.

True Crime: New York City features a GPS street-accurate recreation of the New York City borough of Manhattan and its many landmarks.

A major difference from previous free roaming games is that many buildings are accessible to the player besides just the locations related to the game's story. These include restaurants, hotels, apartment buildings, pharmacies, clothing shops, car dealers, dojos, record stores, and more. Besides shopping opportunities at some locations, the random streets crimes found in the first game now can and often occur within building interiors as well. Players can also purchase food (which increases health) from New York City's many hot dog stands.

The Flatiron Building

Bridges such as the Brooklyn Bridge that lead off the island are present but blocked off. Parks such as Washington Square Park and Central Park are accessible; the Statue of Liberty is not but can be seen from Battery Park. Using the debug menu to access the debug camera reveals that the statue's tablet bears the same inscription as in real life.

Times Square features the familiar bright neon lights, and the Naked Cowboy can be found playing his guitar. There is also a replica of the TKTS booth Grand Central Terminal is the only major landmark that can be entered any time by the player, but the actual subway stop there is inaccessible for most of the game. In the game's story, the other major landmark that is featured as a setting is the American Museum of Natural History.
Other landmark buildings such as the Empire State Building, the Waldorf-Astoria Hotel, the United Nations headquarters, St. Patrick's Cathedral,Rockefeller Center and the Chrysler Building are present but cannot be entered, and a few areas, particularly in northern Manhattan (such as the Columbia University campus), are not recreated exactly as in real life. The Guggenheim Museum, the Manhattan Municipal Building, The Met-Life Building, The Metropolitan Museum of Art and the Citigroup Center, the Time Warner Center at Columbus Circle feature accuratly in the game, as well as Belvedere castle and the The Victor Prevost Terrace in central park are all present. The World Trade Center site is depicted in its 2005 condition: cleaned up and closed off.

Besides traveling on foot or taking vehicles as in the first True Crime game, the player now has the ability to use the extensive and accurately recreated New York City subway system. Though both the Brady Games strategy guide's subway map and the printed map that comes with the collector's edition show the various subway lines using different colors as in real life, the player does not need to transfer to different lines in the game to get to the various stations.

The stations themselves are all presented in the same basic set-up, but the signage at each station does change to reflect whichever station it is supposed to represent. The station at Grand Central Terminal is inaccessible during most of the game (although it can be seen past the gates that block the stairs), but it is featured as a prominent setting for the game's finale. Unfortunately, Manhattan's high population density is not recreated in the game, and this extends to the subway stations and subway trains, which are completely empty except for the final train mission at Grand Central.
Players can also get a ride from the iconic yellow NYC taxicabs that drive around the island (the taxis can still be commandeered like other vehicles if the player scares off or incapacitates the driver).
Both new modes of transportation require a minimal in-game fee.
One thing the creators fail to incorporate into the game is making the motor vehicles abide by proper New York state driving laws. For instance, when the autonomous vehicles make a left turn they would occasionally bump each other on the side because the car on the right and left lane both turned simultaneously. According to the New York State Department of Motor Vehicles Drivers Manual, drivers [who intend on making a left turn] should “prepare to turn by getting into the left lane or the left side of a single lane, as close as possible to the left curb or edge of the road. If the road you enter has two lanes, you must enter into its left lane.” (Pg.53)

Bonus Game

Like the previous game, this game features a bonus round after the game is all completed 100%. This time, instead of getting 1 hour (game time, not real life) to arrest perps, you must escape Manhattan. The city is in a riot against you (i.e. Redman). You have 4 minutes to escape from lower Manhattan to Hell's Kitchen but you can add more time by killing the civilians to add 5 seconds per civilian, and you have a surprise blocking your way: Beetlejuice. Also, killing civilians earns more health (some health boxes are available on the street as well) since the riot involves SMG's, assault rifles, rocket launchers, pistols, etc. Civilian AI has also improved, they pick up weapons instead of shocking you or spraying pepper in your eyes.

You have help by having random guns scattered through out Manhattan. Your only transportation is the enemy's cars and Redman's Hummer H1, but you cannot repair the car if they shoot at it. Some problems include not being able to carry a gun while driving, and having poor shooting accuracy, meaning it takes several rounds of bullets to kill one civilian.

Differences from True Crime: Streets of LA

The New York Stock Exchange

True Crime: New York City includes all of the features of the previous game, namely a "sandbox"-style of gameplay, option to fight crime, the choice to be a good cop (fight crime, take down perps non-lethally, etc.) or a bad cop (kill innocents and fellow officers, using lethal force, damaging property, accepting bribes, and causing chaos in general), and different endings (though simplified to either a good cop or bad cop ending instead of the previous game's branching storyline). Also, instead of allowing the player to proceed down a different mission path upon mission failure, they have the option of doing an informant mission to get back on track with the main storyline.

The game is also said to have upgraded old features and added new features, along with better graphics and sound including the use of motorcycles and new weapons. The player can no longer dual wield assault rifles and shotguns, but the game has a much improved aiming and auto targeting system. Additionally, players are now able to customize their own arsenal of melee weapons and firearms, instead of being limited to a single, upgradeable pair of pistols.
Also the main character is allowed to buy civilian cars that resemble real life cars (i.e. Lamborghini, the Cadillac CTS, etc.) and turn them into police cars. Also they are allowed into several buildings like eateries, hotels and clothing shops and much more.
True Crime: New York City also has noticeably more blood and gore than the first title. For example, the player can take a Katana and completely dismember an innocent civilian on the street. The civilian screams horrifically and, armless and legless, falls to the ground bleeding excessively. The limbs will still sit on the ground bleeding and the player can pick them up and use them as weapons, with blood still spouting out the top. The player can also completely decapitate people and use their skull as a weapon, or slice the top half of their head off and visibly see the brain inside. Also the player can zoom with his/her shotgun and literally blow someone's head into pieces. Even the eyes are visible.
The game also features much more profanity (especially from civilians) than Streets of LA.

References to popular culture

When Reed is chasing a mobster and the mobster phones for help, he tells the person on the phone to bring everyone and shouts "Everyone!" another time - a reference to Norman Stansfield, a corrupt DEA officer played by Gary Oldman in the 1994 movie Léon.
In one mission, while Reed is driving a cab, the passenger he's carrying gets a phone call from "Paris" who informs him about "another tape" - a reference to Paris Hilton's famous sex tape, 1 Night in Paris.
The Pappa Pia! posters and billboards which can be seen throughout Times Square are a parody of the musical Mamma Mia!
When you first meet the taxi driver and start his mission, Reed will remark "Next thing you know I will be driving remote controlled cars and shit" - a reference to the games Grand Theft Auto: Vice City and Grand Theft Auto: San Andreas, where the player was given a series of missions based around controlling remote controlled helicopters and airplanes to kill enemies.
The Motorola logos can be seen as graffiti or on billboards in various parts of the city and on Reed's police uniform radio. The Hello Moto ringtone can be heard when cell phones ring in the game.
In the last mini-game (when you complete 100%), near the end you can see some terrorists from Iraq and that one guy(Beetlejuice as Zeke) you saved from the hospital holding a rocket launcher.

Reception

True Crime: NYC received mixed reviews from critics. IGN and Team Xbox scored the game a 7.8/10 and 8.4/10respectively, while GameSpot gave the game a 4.6/10[3]. Some reviewers admired its vast depiction of Manhattan and improvements in gameplay, including the innovative transportation options that set it apart from previous free roam games. Others derided its story, bad frame rates, and technical issues that seemed to have resulted from a rushed release for the Thanksgiving/Christmas season. Its sales fell short of Activision's expectations.

The game also does not depict all five of New York City's boroughs, opting instead for the 24 square miles of Manhattan. In comparison, True Crime: Streets of L.A. depicts 240 square miles of Los Angeles. New York City has a total land area of 303.3 square miles. However, New York City's skyscrapers and overall density would have taken high demands from the consoles available at the time of the game's release, evident by the choppy frame rates with the finished product's Manhattan.
There were also complaints of game-stopping glitches that prevented some players from continuing the game using the game's on-screen instructions, although work arounds were discovered. Also guns would stay in precision aim mode, weapons would be held, as well as an inability to enter cars. Sometimes doors wouldn't open or Marcus would fall into a glitch and get stuck there.
In contrast to the console versions, the PC version released in March 2006 suffered from very few glitches.

Sequel

Though pre-release interviews with game developers revealed that True Crime: New York City was to have been the first part of a two-part series, no additional news about the fate of the second part has been revealed since the game's release. Luxoflux has since announced that it will focus solely on the next-gen consoles Playstation 3 and Xbox 360 for future projects. It currently has at least one upcoming multiplatform "Action / Adventure" title in production, but whether this project is True Crime 3 or part 2 of True Crime: New York City is unknown. Rumors of sequels depicting other cities abound.
